Says Im offline when Im not

Since some sort of update it has been saying Im offline when Im not. Even worse, it offers little help for me to solve the issues and suggests I check my other apps - well, Im not "offline" and they work! Thinking I might uninstall if this goes much longer and theres no fix. Im on an iPhone 6s. Ive attempted reinstalling and rebooting to no avail.
